access list

EIP-2930 access lists pre-declare storage slots a transaction will touch, reducing gas costs for accessing them.EIP-2930 访问列表预先声明了交易将触及的存储槽，从而降低了访问它们的 gas 成本。

Using an access list in a complex transaction can save meaningful gas when many storage slots are repeatedly accessed.当频繁访问许多存储槽时，在复杂交易中使用访问列表可以节省可观的 gas。
